April 22, 2008 Special Town Board Meeting
SPECIAL MEETING- April 22, 2008 The Town Board of the Town of Cooperstown, Manitowoc County, Wisconsin, convened in open session on April 10, 2008 at 7:00 p.m., at Town Hall for the purpose of transacting business as the Town Board. Chairman Johnson called the meeting to order at 7:00 p.m. Pledge of Allegiance. Roll Call: Chairman Johnson, Sup. Fred Lemens, Sup. Mike Albers, Sup. Chad Collins, Sup. Richard Duckett, Treasurer Bernadette Duescher, and Clerk Sue Kornely. 26 residents were present. On a motion by Sup.Collins and seconded by Sup. Lemens, the agenda was approved on a unanimous vote. Appointment of two new Plan Discussion Members- Board reviewed the written application of Bill Angoli and Bill Enz. Chairman Ross Johnson gave a verbal notification. Chairman Johnson nominated Bill Angoli and himself. Sup. Lemens *Chairman Johnson* nominated Bill Enz. Board discussed Bill Angoli vote 3 nay- Sup. Lemens, Sup. Duckett, Sup. Albers, 2 yes- Chairman Johnson, Sup. Collins. Board discussed Bill Enz vote 3 yes- Sup. Lemens, Sup. Duckett, Sup. Albers, 2 nay- Sup. Collin, Chairman Johnson. Chairman Johnson withdrew his name and nominated Bill Angoli 3 nay- Sup. Lemens, Sup. Duckett, Sup. Albers, 2 yes- Chairman Johnson, Sup. Collins. Board asked for more application to be submitted to the Town Clerk. Well Contamination- Ross spoke with Bob Ziegelbauer and he feels they have the best man (Halverson) on the job. Meeting on site last week, Sup. Lemens & Sup Albers attended, discussion of sink hole along pipeline, plug holes with clay, will have an engineer look at it, studies of area soils, rainwater filtered into sink holes. Residents discussed well contamination and the pipeline installation. Discussion on fertilizer spreading both land and air contamination. Sup. Lemens reported $15 for each water test, the testing facility will be present at the next meeting. Contact will be made with Brown County Water Authority, Manitowoc County agencies, & DNR for next meeting. Contact media if no response from County. Last testing March 17, 2008. What Programs do they have for replacement of wells and resolution to problems? Wells- 15 count present : Contaminated wells- 11 with nitrates &/or bacteria Two tests taken since January 2008. Discussion of soil sampling. Discussion of unused wells. Chairman Johnson will contact Bob Ziegelbauer and give us written report on how they are handling the issue- response within 5 days. Form Well Contamination Advisor Committee- no hold Monthly meeting night- possible change Meetings will remain on the 2nd Tuesdays of the month On a motion by Sup. Albers and seconded by Sup.
