August 12, 2008 Town Board Monthly Meeting
REGULAR MONTHLY MEETING- August 12, 2008 The Town Board of the Town of Cooperstown, Manitowoc County, Wisconsin, convened in open session on August 12, 2008 at p.m., at Town Hall for the purpose of transacting business as the Town Board. Chairman Johnson called the meeting to order at 7:00 p.m. Roll Call: Chairman Johnson, Sup. Fred Lemens, Sup. Mike Albers, Sup. Chad Collins, Sup. Richard Duckett, Treasurer Bernadette Duescher, Constable Nancy Weber and Clerk Sue Kornely. 24 residents were present. Dan Kasten, town employee was present. Others present: Dave Korinek, Brent Peterson, Jerry Halverson, Bob Ziegelbauer, Jim Brey, Mike Hanaway, Gary Kennedy, Jim Balha, Tony Smith On a motion by Sup. Collins and a seconded by Sup.Duckett , the agenda with Water testing & well contamination and Cty R Brown County Water Authority was moved to after Minute in agenda was approved on a unanimous vote. On a motion by Sup. Lemens and a seconded by Sup. Albers , the July 3, 2008 Town Board Meeting minutes were approved on a unanimous vote. On a motion by Sup. Collins and seconded by Sup. Lemens, the July 8, 2008 Regular Town Board Meeting minutes were approved on a unanimous vote. Unfinished Business County Hwy R- Brown County Water Authority Results- Monday meeting Ross Johnson, Fred Lemens, Jerry Halverson, Jim Brey attended meeting, presented a map of area with contamination & holes to Brown County, made them aware the holes had not been filled, no final resolution from the board. Will be meeting with them again on Friday Aug 16th River Valley project is to find the reason for the holes, fiber optic line installed, compaction was inadequate, scouring (soft loose soil in the ditch line), just filling holes will not take care of the problem, will discuss on how to resolve. Dick Bradley asked about lowering the west road ditch. Water testing & Well Contamination- identified potential problem and solutions; land owner, contractor, public service, unused wells 6- 4 sealed, one working with landowner, the other one is not returning calls; one well was a dug well with stone around the casing, it is now sealed with clay to prevent contamination and an old foundation has been removed and area sealed with clay, man-made pond with water runoff issues and backup problems from rain, dike around pond, one septic with water collecting around the well- water needs to be diverted, depression area in field- divert water and lower east ditch, land owner in a low spot and water cannot get away- floods out in lot- 24” culvert from west to east side of road, Pleasant Rd ditch water will be directed into the ditch instead of pond. Another pond will need to have water diverted instead following into pond. Section 1 & 12 and part of section 2 working on nutrient plans for that area- draw down on nutrient to prevent leaching. Brown County- Brent Peterson working on nutrient management, working on about 4 potential projects, winter spreading issues- Kewaunee, Brown and Manitowoc all have the same problems b/c of soil. 2009 – winter spreading plan is enforce thru Brown County. Industrial waste not covered- DNR handles this. Digester- wipes out ecoli. Eliminate odor and bacteria. 1.8-2.7 million dollars, water pulled from ground, water could be reused- reverse osmosis unit Mike Hanoway-One more sample has been taken (Pleasant Rd & Hwy R)- no failing septic systems, sample showed- grazing animals, no further samples at this time. Jerry Halverson- the ditch will increase the ground water follow to the river Tony Smith- limits on land applications of manure to lower nutrients, new nutrient plans good for ground water, identify where over application has been applied Jim Blaha discussed re-testing and re-sampling after areas projects are work on. State lab is swamped with testing. Shock and retest. Earwigs and well caps discussed. Jerry Halverson- discussed septic tank inspections- age, soil type, check well depth, septic field, abandoned septics Need to push the urgency with Brown County Water Authority on the issues of the waterline. Bob Ziegelbauer with all of our discussions over the months the waterline is a high probability of the problem. We will stick with this as the County controls the County Right-of-Way. Jerry Halverson shared cost on repairs to issues. Gary Kennedy-timeline on ditching mid-September. Record flooding in the area. Natural water ways are disappearing. Possible solutions: keep buying water, put in a new well, shock your well, check well caps, pickup site for treated water Bill Hafs- Brown County continues to test wells in Morrison and land owners continue to use bottled water. New wells were sometimes worse than the old well. Jim Blaha answered questions on UV light on waters, last part of filtration. Mike Hanaway no deadline on applying for grant for new well. Reports Treasurer Duescher presented the Treasurer Finance Report. On a motion by Sup. Albers and seconded by Sup. Lemens, the Treasurer’s Finance Report was approved on a unanimous vote. Roadman Dan Kasten presented Road & Equipment Report. Cracksealing finished, dust control applied, shouldering on Herold and Rosecrans, broom new brushes, equipment repairs and maintenance completed. New signs increase in cost due to increase in size. Constable Weber presented the Constable’s Report. Nancy reported 7/16 dog at large- dog not licensed, Assisted Town of Franklin, warning situation for dog at large, cat pick up, 8/11 verbal warning to contractor for open burning, Lakeshore Humane Society- quarantine, David Brey correction order from County- removal by Sept 5th. Sup. Lemens presented the Plan Commission Report. update Town of Cooperstown working with BayLakes, Subdivsion or land division ordinance Sup. Lemens presented the Mtwc Cty Planning Advisory Committee Report. On hold until town complete 20 yr smart growth plan Chair. Johnson did not attend Viking Rescue Squad Meeting. Sup. Collins reported nothing new. Rate went up $1 for transport. Clerk Kornely present the Building Inspector Report- Van Donsel rough-in & insulation inspection completed. Public Comment: Vicki Kittell turned in Rezoning request Public hearings and advisory votes Set Date for September Monthly Town Board Meeting Sept 10th Manure Ordinance Review & Discussion- Sup. Lemens would like to see the town work on a Winter Spreading ordinance for the Town as the County is not looking into it. Insurance Quote for 2008-2009: Increase of rate for operation has increased Workman Compensation insurance rate. Daanen & Janssen track- Mike Dempsky- if money is made they would be in violation of zoning, money is being donated- no violation. Letter to WTA about restricting use of property usage, Chairman Johnson will contact Mike Dempsky about proof of donation. Subdivision- Land Division Ordinance Discussion- no action Scanlan Ditching & Power Pole Set Back Discussion- Chair. Johnson meet with Jerry Halverson and Gary Kennedy about ditching, land depression, power pole - move power to coming off of BB to service home. Non-recorded roads- are a 4 rod road. Garbage & Recycling contract for 2009- Budget-Contact for Haulers for bids. Hiring of Part-time Employees and Pay Scale- $10 wage *per hour*- Motion by Sup. Albers for chipsealing seconded by Sup. Lemens approved on a unanimous vote. Review Chapter 1 of Code of Ordinances- Town Board will review for next month Ordinances, Resolutions and Agreements Procedural motions by members of town board On a motion by Sup. Collins and seconded by Sup. Lemens, checks were approved on a unanimous vote. Review of correspondence. Distribution of water sample kits Sept 9th or 10th contact board member, pickup the Sept 15th 4-7:30. Road Budget discussion. Future meeting agenda: Town Water Testing, County R-Water Authority results, manure ordinance, Garbage & Recycling for October, Daanen & Janssen, review Chapter 1, Scanlan, Convention, Roadman’s Contract and 401K, On a motion by Sup. Albers and seconded by Sup. Collins adjournment was approved on a unanimous vote.
