December 11, 2007 Town Board Meeting
REGULAR MONTHLY MEETING- December 11, 2007
The Town Board of the Town of Cooperstown, Manitowoc County,
Wisconsin, convened in open session on December 11, 2007 at 6:49 p.m.,
at Town Hall for the purpose of transacting business as the Town
Board.
Chairperson Ross Johnson called the meeting to order at 6:49 p.m.
Pledge of Allegiance.
Roll Call: Chair. Ross Johnson, Sup. Fred Lemens, Sup. Mike Albers,
Sup. Chad Collins, Sup. Joe Havlovitz, Treasurer Bernadette Duescher,
Constable Nancy Weber and Clerk Sue Kornely. Six residents were
present. Dan Kasten was in attendance.
On a motion by Sup. Havlovitz and seconded by Sup. Albers, the agenda
was approved on a unanimous vote.
On a motion by Sup. Albers and seconded by Sup. Lemens, the November
13, 2007 Budget Work Session minutes, were approved with amendment on
a unanimous vote.
On a motion by Sup. Albers and seconded by Sup. Lemens, the November
13, 2007, minutes were approved with amendment and if and only if
explanation of reports are recorded from this date forward and
approved on a unanimous vote.
Reports
Treasurer Duescher presented the Treasurer Finance Report. On a
motion by Sup. Collins and seconded by Sup. Lemens, the Treasurer’s
Finance Report was approved on a unanimous vote.
Roadman Dan Kasten presented Road & Equipment Report. Roads &
equipment the same, snowfence up, equipment ready, mower fixed.
Constable Weber presented the Constable’s Report. Report of cattle on
the road.
Sup. Lemens presented the Plan Commission Report. Discussed
sub-division ordinance and Weber rezoning clarification.
Sup. Lemens presented the Mtwc Cty Planning Advisory Committee
Report. Topic of discussion ag & resources, population, addition to
newsletter that the county is making its 20 year comprehensive plan,
survey for input available at town hall.
Clerk Kornely present the Building Inspector Report- Baumgart,
Pantzlaff, Albers, Luebke.
Chair. Johnson asked for public input - none.
Unfinished Business
None.
Ordinances, Resolutions and Agreements
2008 Amendment to Employment Agreement: Building Inspector. No
discussion.
On a motion by Sup. Collins and seconded by Sup. Havlovitz,
Resolution for Plan Commission salary was approved on a unanimous
vote.
On a motion by Sup. Havlovitz and seconded by Sup. Collins, the Four
Year Road Plan was approved on a 4/1 vote with Sup. Lemens voting
nye.
On a motion by Sup. Albers and seconded by Sup. Lemens, the
Memorandum of Understanding Relating to the Statewide Voter
Registration System was approved on a unanimous vote.
On a motion by Sup. Havlovitz and seconded by Sup. Lemens, the
Resolution Appointing Election Officials for the Town of Cooperstown
was approved on a unanimous vote.
Public hearings and advisory votes
Nancy Weber Rezoning Petition- Plan Commission Recommendation. Ms.
Weber presented to the Board maps and new changes to her plan. The
changes were presented to the Plan Commission. The Plan Commission has
not amended it decision. Sup. Havlovitz removed from the table and
motioned for the rezoning be sent back to the Plan Commission. Sup.
Havlovitz reads Ms. Weber’s new points for consideration. New map is
for 1.9 acres vs. 1.4 acres, and seconded by Sup. Collins was approved
on a unanimous vote. Fee for rezoning will need to be paid at $210 and
certified letters sent.
Discussion of Plan Commission Ordinance review and update.
Clarification of terms and length of time before running again.
Limited terms. Private property access. Term “shall” in ordinance-
bring back to Board for vote on whether to have a meeting or not.
Discussion of Roadman’s Contract - no decision.
Discussion of Viking Rescue Squad update, Chairman Johnson and Sup.
Albers attended last meeting. Possible merger with County.
On a motion by Sup. Havlovitz and seconded by Sup. Lemens, Sup.
Collins will be the town’s representative on the Viking Rescue Squad
Committee was approved on a unanimous vote.
Discussion on 5 Member Board Resolution- Board agreed it should go
back to the electors to review, Annual Meeting discussion.
On a motion by Sup. Collins and seconded by Sup. Havlovitz, a
pre-approval of checks for the purpose of tax overpayments and
settlement was approved on a unanimous vote.
Procedural motions by members of town board
On a motion by Sup. Havlovitz and seconded by Sup. Collins to approve
checks was approved on a unanimous vote.
Review of correspondence.
Future meeting agenda: Plan Commission Ordinance, Building Inspectors
Agreement, Add Viking Rescue Squad to Reports
On a motion by Sup. Albers and seconded by Sup. Collins to adjourn
was approved on a unanimous vote. The meeting adjourned at 9:10 p.m.
