January 10, 2006 Monthly Meeting
REGULAR MONTHLY MEETING – January 10, 2006 The Town Board of the Town of Cooperstown met on January 10, 2006 at 7:00 PM at the Town Hall for the regular monthly meeting. Meeting called to order by Chairman Bill Enz at 7:00 p.m. Present other than Chairman Enz were Supervisor Fred Lemens and John Hager, Treasurer Bernie Duescher, Constable Nancy Weber, and Clerk Sue Kornely. Eleven others in attendance. Pledge of Allegiance. Motion to approve agenda with changes. Sup. Lemens/ Sup. Hager. Carried 3/0. Minutes of December 13th- reviewed/motion to approve Sup. Lemens/ Sup. Hager. Carried 3/0. Minutes of January 7th- reviewed/motion to approve Sup. Lemens/Sup. Hager. Carried 3/0. Treasurers Report- reviewed/motion to approve Sup. Lemens/ Sup. Hager. Carried 3/0. Citizens Input- Nancy Weber address the Board concerning the 20 yr Comprehensive Plan SS 66.100(1) and their actions taken must be consistent with the Plan. Francis Rabas, Representative for Viking Rescue Squad addressed the Board concerning the 24 hours/7 days a week service, nine times the Squad has not gone out-calling County Rescue to cover. Suggest the Squad go back to EMT service, New Denmark & the Village of Denmark pay 50% of budget, the ditching in from of Viking Rescue will be filled in when the Waterline goes through. Mary Kvitek, Representative of Viking Rescue Squad stated on the nine times the squad did not go out, one squad was in use and not enough for a 2nd crew, mutual aid coverage with County, Squad needs more volunteers, John Hager would stated that he would like to see more residents present at the Viking Rescue Squad Annual Meeting on Jan 26th @ 7:30 pm. Road and Equipment Report/Culvert Permits- no culvert permits, airline repairs on equipment, maintenance truck needs replacing, chain on grader, maintenance complete. Constable Report- Nancy Weber reported Dec 25th two German Shepards on Hwy R/147- tags on called Sheriff & Humane Society- 6 pm picked up, Dec 26th- horse on Hwy Z/Luebke, Jan 3rd- dog bite call-concern dogs has no update shots, quarantined-dog put to down by Humane Society-dog owner was cited-Nancy could cite for dog at large. Plan Commission- Bill Angoli reported rezoning request for Barb Wake on Zander Rd less than 9 acres from A-3 to A-2, Plan Commission approval 4-0, discussion of items within the Comprehensive Plan, Bay Lakes to meet with P.C. at February meeting, one seat will be open on April. Building Inspector - none. County Hwy R curb and gutter project/Waterline from Manitowoc to Green Bay- Treasurer Duescher discussed the Assessment waiver letter to be sent to adjacent land owners, meeting set for February 7th, waiver to be returned by Jan 31st, Sup. Lemens covered the meeting with Gary Kennedy at the St James Church site on Jan 13th @ 7 a.m. to discuss the slope of driveway, DNR will bore under Devils River. Kocian Rd Damage- Treasurer Duescher has received the payment. WTRW Incorporated Rezoning for Radio Tower- waiting for FCC approval, Tabled. Animal Bi-Product Waste Dumping- Chair. Enz stated no ordinance need be written at this time. Speed Limit on CTH T through Greenstreet- Tabled. SVRS Voting Systems - Clerk Kornely gave an update on systems. Resolution 121305-2 Expressing Concern over the Help America Vote Act- Tabled Sup. Hager/Sup. Lemens. Carried 3/0. Manitowoc County Joint Powers Agreement- approval motion Sup. Lemens/Sup. Hager. Carried 3/0. Jim’s Excavating Proposal- screened sand delivered $10.27 per yard approval motion Sup. Lemens/Sup. Hager. Carried 3/0. The Town can also pickup sand at site. Onyx Contract- signed on a motion by Sup. Lemens/Sup.Hager. Carried 3/0. Maribel Grain Fuel Contact Agreement- reviewed contact. Chair Enz has discussed with other facilities and suggested not signing, motion Sup. Hager/Sup. Lemens. Carried 3/0. Fuel Tank Leasing- Chairman Enz will continue to look into fuel tank storage Animal Owner’s Responsibility & Liability- Chairman Enz spoke on how all dogs need to be licensed, Table, motion Sup. Hager/Sup. Lemens. Carried 3/0. Employment Compensation-Benefits & Salaries- Part-time help for snow plowing will be compensated at $17 per hour, Dan Kasten worked with Tony Lensmire and John Rabenhorst to review job responsibility, Chairman Enz spoke with Glen Wagner about fill in help. Mr. Wagner would like to be paid $18, Chairman Enz will try to get him in to try out the town’s equipment, motion to approve pay rates Sup. Lemens/Sup. Hager. Carried 3/0. New Hire- applications are due by January 24, interviews on January 26th. Part-time employment & pay rate for PT employment- covered with Employment Compensation Ordinance Review & Record Recap- Sup. Lemens and Clerk Kornely will meet to review the existing ordinances and will discuss a book format Plan Commission Smart Growth Comprehensive Plan- Sup. Hager would like to see better wording in the Comprehensive Plan, he would like to the contradictions reviewed in the Plan, Constable Weber has her concerns on annexation of prime ag land by Village of Maribel in the future. February 21, 2006 Spring Primary- County Executives seats Discussion of Annual Meeting- April 11th at the Sportsmen’s Club at 7 p.m., looking into Maribel Bank site for 2007 meeting, April’s regular monthly will be on April 18th District 5-2006 WTA District Meeting Feb 18th-Bill-Mar Supper Club, Manitowoc- attending meeting- Chairman Enz, Sup. Hager, Clerk Kornely, Treasurer Duescher. Constable Weber & Sup. Lemens will check their calendar to see if this date works for them. Motion Sup. Lemens/Sup. Hager. Carried 3/0. Other Business- Constable Weber addressed the Board about snowplowing damage on Pautz Rd from Gibson plowing, Time Cards- spreadsheet for each operation of town employees, discussed fine schedule from County- animal fines, Constable Weber will contact County Bills- motion Sup. Lemens/Chair. Enz. Carried 2/0. Correspondence- 2006 WTA District Mtg, FEMA Training, Onyx Phone Call- 13423 Hostek Road- Trash to heavy, burn barrel left, no way to contact, Ayers Assoc call Chairman Enz as did Mead & Hunt about Pleasant Road Bridge Next Month's Agenda Items- CTHR/Waterline, WTRW, Speed Limit, SVRS, Animal Owner’s Responsibility & Liability, Barb Wake Rezoning Request Adjournment- motion to adjourn Sup.
