January 8, 2008 Town Board Meeting
REGULAR MONTHLY MEETING- January 8, 2008
The Town Board of the Town of Cooperstown, Manitowoc County,
Wisconsin, convened in open session on January 8, 2008 at 7:00 p.m.,
at Town Hall for the purpose of transacting business as the Town
Board.
Chairperson Ross Johnson called the meeting to order at 7:00 p.m.
Pledge of Allegiance.
Roll Call: Chair. Ross Johnson, Sup. Fred Lemens, Sup. Mike Albers,
Sup. Chad Collins, Sup. Joe Havlovitz, Treasurer Bernadette Duescher,
Constable Nancy Weber and Clerk Sue Kornely. 2 residents were
present. Dan Kasten & Mike Angoli was in attendance.
On a motion by Sup. Lemens and seconded by Sup. Collins, the agenda
was approved on a unanimous vote.
On a motion by Sup. Lemens and seconded by Sup. Collins , the
December 11, 2007 Public Budget Hearing minutes, were approved with
amendment on a unanimous vote.
On a motion by Sup. Albers and seconded by Sup. Lemens, the December
11, 2007 Special Town Meeting minutes, were approved on a unanimous
vote.
On a motion by Sup. Havlovitz and seconded by Sup. Lemens , the
December 11, 2007 Special Town Board Meeting minutes, were approved on
a unanimous vote.
On a motion by Sup. Collins and seconded by Sup. Lemens, the December
11, 2007, Town Board minutes were approved with amendments on a
unanimous vote.
Reports
Treasurer Duescher presented the Treasurer Finance Report. On a
motion by Sup. Albers and seconded by Sup. Havlovitz The Treasurer’s
Finance Report was approved on a unanimous vote.
Roadman Dan Kasten presented Road & Equipment Report. All roads are
in good condition, shoulders and gravel roads soft, equipment is
running good, IH work on yoke, culverts checked, salt about 2/3 full.
Constable Weber presented the Constable’s Report. Nancy contact
Sheriff Department to let them know she is back on call. Dec 7th call,
complaint between neighbors on animal eating his winter wheat, call
from resident on dog attacking their dog, dog may need to be removed
from resident.
Sup. Lemens presented the Plan Commission Report. Reported on Weber
rezoning, ordinance review, and procedures, write up coming on Weber
Sup. Lemens presented the Mtwc Cty Planning Advisory Committee
Report. No meeting in Dec, next meeting-Jan 23rd meeting @ 7 pm
Chairman Johnson reported no report for Viking Rescue Squad.
Clerk Kornely present the Building Inspector Report- Baumgart
(final)
Chair. Johnson asked for public input - none.
Unfinished Business
None.
Ordinances, Resolutions and Agreements
2008 Amendment to Employment Agreement: Building Inspector. Change
to 7 inspections from 9, to included all rough-ins at one time,
additional $75 per trip charge in excess of 7 will be billed,
*Wisconsin Code* inspections changes coming in 2008 for new and
addition building on one and two family dwellings. On a motion by Sup.
Albers and seconded Sup. Lemens to approved the agreement from 9 to 7
inspections on a unanimous vote.
Public hearings and advisory votes
Nancy Weber Rezoning Petition- Plan Commission Recommendation- Plan
Commission meet and 4 to 1 vote and the write up will be reviewed by
the Plan Commission before going to the Town Board.
Discussion of Plan Commission Ordinance review and update. Sup.
Lemens presented alternate options for the terms of elected official
and member at large. Additional amendments were present under Powers
to Enter upon any land, organization- meetings changed Motion Sup
Albers to grant Sup Lemens to speak to attorney on Plan Commission
amendments seconded Sup. Collins *approved on a unanimous vote.*
On a motion by Sup. Collins and seconded by Sup. Havlovitz approved
amending the 2007 budget to balance accounts on a unanimous vote.
Ballot placement for April election, 1st spot Mike Albers & 2nd spot
Richard Duckett from name selection.
Procedural motions by members of town board
On a motion by Sup. Collins and seconded by Sup. Havlovitz to approve
checks was approved on a unanimous vote.
Review of correspondence.
Future meeting agenda: posting in Denmark Press for monthly meeting
and plan commission meeting, Plan Commission Ordinance review and
update, Amend Building Permit Ordinance, town employee compensation,
Daanen and Janssen event, application for Plan Commission members
(two),
On a motion by Sup. Collins and seconded by Sup. Havlovitz to
adjourn was approved on a unanimous vote.
The meeting adjourned at 8:36 p.m.
