July 8, 2008 Town Board Monthly Meeting
REGULAR MONTHLY MEETING- July 8, 2008 The Town Board of the Town of Cooperstown, Manitowoc County, Wisconsin, convened in open session on July 8, 2008 at p.m., at Town Hall for the purpose of transacting business as the Town Board. Chairman Johnson called the meeting to order at 7:00 p.m. Roll Call: Chairman Johnson, Sup. Fred Lemens, Sup. Mike Albers, Sup. Chad Collins, Sup. Richard Duckett, Treasurer Bernadette Duescher, Constable Nancy Weber and Clerk Sue Kornely. 14 residents were present. Dan Kasten, town employee was present. Others present: Cheryl Duchow On a motion by Sup. Albers and a seconded by Sup. Lemens, the agenda move Water Testing to 2nd item was approved on a unanimous vote. On a motion by Sup. Collins and a seconded by Sup. Lemens, the June10, 2008 Board of Review Meeting minutes were approved on a unanimous vote. On a motion by Sup. Lemens and seconded by Sup. Duckett, the June 10, 2008 Regular Town Board Meeting minutes were approved with correction on a unanimous vote. On a motion by Sup. Lemens and seconded by Sup. Albers, the June 11, 2008 Board of Review Meeting minutes were approved on a unanimous vote. On a motion by Sup. Albers and seconded by Sup. Lemens, the June 17, 2008 Special Town Board Meeting minutes were approved on a unanimous vote. Reports Treasurer Duescher presented the Treasurer Finance Report. On a motion by Sup. Collins and seconded by Sup. Lemens, the Treasurer’s Finance Report was approved on a unanimous vote. Water Testing & Well Contamination follow-up – Results from testing Test Result <1 ecoli safe, Coliform can live and reproduce in soil and water without having a host. Most coliform bacteria do not cause diseases, however a limited number can cause gastritis. Manitowoc County: 21.9 % bad wells in 2003 report. In the June test 46% coliform & 19% ecoli. Boil water if nitrates are low. Eliminate the source, fix defects, drill new well, 1992 varmint proof well cap, and do not cover your well. Proper well abandonment is required on real estate inspections. Septic systems could be contributing to a water problem and thin soils over fractured bedrock. Shock well with a chlorine compound. Shocking a private well can cost $100 to $5000, homeowner can perform themselves, see www.cleanwatertesting.com. Identify the source of nitrates: septic systems and farming activities. Test for other contaminates- pesticide screen, lower exposure with water treatment. Over 15% in Manitowoc Cty have high nitrates, 73% of samples had nitrates detected, 36% had over 10 ppm. Arsenic is naturally found in bedrock- known as carcinogen. Illegal in WI, you cannot treat bacteria with water treatment systems per state code. Treatments: Seal up old wells and drill your well deeper, a new well can cost $25000 to $40000. See well compensation fund, two unsafe tests, you will qualify for WI DNR well compensation fund. Google search. All rural residents with private wells should test their water annually. High nitrates in pregnant women can cause blue baby syndrome. Will the coliform go away if shocked? Could clean up over months. Could be exposed to seasonal variation. Encourage action before testing again- retest seasonally to set a pattern. Check with DNR for ground water flow, as you go deeper flow changes. Nancy Weber did some research on Central Brown County Water Authority and the waterline gave a recap. Chair. Johnson talked with Jerry Halverson about, abandon wells, and ditch work to prevent standing water, man-made ponds could be eliminated. Dorner was out at tested a sink hole. Dave Korinick stated test results from Water Authority are coming. Sup. Lemens talked to Mike Hanaway to expand testing into Brown County- not going forward. Sup. Albers will contact Water Authority. Retest in September. Nancy Stangel asked if sample were taken by residents out of the initial area. Yes. Roadman Dan Kasten presented Road & Equipment Report. Chipsealing on Zander Rd is not adequate. Scott Construction made a mess on Zander Road- chipsealing on resident property. Constable Weber presented the Constable’s Report. Nancy reported no receipt of license for Maribel Sportsman Club and license now issued, checked on Luck Lady- no business taking place until license was issued. Sup. Lemens presented the Plan Commission Report. Meet on July 7th Rezoning, sub division ordinance or land division ordinance, 20 year Comprehensive plan manual, Diedrick Rezoning, no meeting in August, Sept 2nd next meeting Sup. Lemens presented the Mtwc Cty Planning Advisory Committee Report. Committee is reviewing Chapter 5-9 outlined, looking at towns without Smart Growth Plans Chair. Johnson reported on the Viking Rescue Squad. Squad meeting and Director Meeting- criteria list given to Rescue Squad by a single person, Village of Denmark meeting- Bob Goral wants to keep Viking Rescue Squad intact, other feel County is better- no decision made. Clerk Kornely present the Building Inspector Report- Joe Delsmann permit has not been issued per Sup. Albers, first inspection did not meet code. Public Comment: Tom Kapinos has concerns with Daanen & Janssen’s property- running on Saturdays from 8 am to 4 pm, giving a freewill donation. Chair. Johnson will contact Mike Dempsky & Daanen & Janssen. Sup. Albers would like to review the minutes from the rezoning for comments on donations. Cheryl Duchow is running for Manitowoc County Treasurer as Brey is retiring at the end of the year. Unfinished Business Public hearings and advisory votes Rezoning Recommendation from Plan Commission- Cain- Maribel Painters .963934 acres from A3 to A1 to be compliant to run business. Motion to recommend rezoning Sup. Albers seconded by Sup. Collins carried unanimous. Computer back-up: external back up for Clerk has been purchased- External back up for Treasurer’s records needs to be purchased. Tax reports are backed up at County level. Manure Ordinance- Town of Morrison: standards for winter spreading. Do other towns in Manitowoc County have Manure Ordinances? Chair. Johnson will discuss with Mike Dempsky. Insurance Bids for August 2008- no action Ordinances, Resolutions and Agreements Procedural motions by members of town board On a motion by Sup. Collins and seconded by Sup. Duckett, checks were approved on a unanimous vote. Motion by Sup. Albers and seconded by Sup. Lemens to approve a check for Municipal Official’s Event for town board members attending approved on a unanimous vote. Review of correspondence. Future meeting agenda: Town Water testing, County R-Water Authority results, set a date for September Monthly meeting, Manure Ordinance, Insurance, Daanen & Janssen track, subdivision land division ordinance, Scanlan ditching, pole set back on Scanlan. On a motion by Sup. Collins and seconded by Sup. Lemens adjournment was approved on a unanimous vote.
