June 12, 2007 Town Board Meeting
REGULAR MONTHLY MEETING- June 12, 2007
The Town Board of the Town of Cooperstown, Manitowoc County,
Wisconsin, convened in open session on June 12, 2007 at 7 p.m., at
Town Hall for the purpose of transacting business as the Town Board.
Chairperson Ross Johnson called the meeting to order at 7 p.m.
Pledge of Allegiance.
Roll Call: Chair. Ross Johnson, Sup. Mike Albers, Sup. Fred Lemens,
Sup. Joe Havlovitz, Sup. Chad Collins, Treasurer Bernadette Duescher,
Constable Nancy Weber and Clerk Sue Kornely. Six residents were
present. John Delmore, Dan Kasten and Mike Angoli were also in
attendance.
On a motion by Sup. Lemens and seconded by Sup. Collins, the agenda
was approved on a unanimous vote.
On a motion by Sup. Albers and seconded by Sup. Havlovitz, the May 8,
2007, meeting minutes were approved with corrections on a unanimous
vote.
Reports
Treasurer Bernadette Duescher presented the Treasurer’s Finance
Report. On a motion by Sup. Collins and seconded by Sup. Lemens, the
Treasurer’s Finance Report were approved on a unanimous vote.
Roadman Dan Kasten presented Road & Equipment Report. Roads are
patched in and grass cutting has begun. Two new 45 mph signs on
Hickory Grove Rd (stolen). New Kvitek Rd sign installed (stolen). Two
extra arrow signs on Rameker Rd. Signs on Fairhills Rd & Dr. Replaced
compressor on 6605. Conveyor belt on Peterbuilt. Broom needs some
repairs. Need new front tires on 6605. Chairman Johnson asked if on
Rameker Rd would need a slow children sign. Dan had a few on them
stolen also. Board discussed turning in to the insurance company
claims for stolen signs. Clerk reported it is per incident and would
not meet the $500 deductible. Sup. Lemens made suggestion on curve
posting after attending WTA meeting.
Constable Nancy Weber presented the Constable’s Report. On 5/25
received dog call on I43. End of May letters were sent out for junk
vehicle on property. One resident has responded.
Sup. Lemens presented the Plan Commission Report. - Plan Commission
meet on June 4th, public hearing for Pat Foelske followed with regular
meeting. Discussion on procedures for Plan Commission, looking for
input from Town Board on procedures.
Mike Angoli present the Building Inspector Report- Reedy (electrical-
to code), Kane (final), Specht (electrical), Diedrich (new electrical
service). Discussion on permits for outdoor wood burns, if connected
to potable water supply an inspection needed. Most towns are still
hashing out whether permits are needed. A County permit is needed for
set back. Town Board will need to discuss whether a town permit with
or without fee will be needed. Sup. Albers had a question on
electrical for Ag buildings. Mike Angoli discussed existing A/C units
no permit for change out, if new an electrical inspection is needed
for breaker and receptacle.
Chair. Johnson asked for public input. He present guest John Delmore.
No public input.
Unfinished Business
Discussion of Application for Permit to Perform work within Town ROW
and fee structure. Chair. Johnson has spoken with John Kropp. Clerk
received a copy via email to change out to meet town’s needs.
Sup. Lemens had presented to Nancy Crowley the short and long version
of Emergency Government Management Plan. The short plan needs a
checklist added. Looking for NIC compliance. Nancy Crowley would like
to see Board member take some of the courses.
Case# 07 CV 138 Nancy Weber and Russell Norman and Teresa Norman vs.
Town of Cooperstown and Manitowoc County. Clerk Kornely reported the
hearing on the briefs is scheduled for June 19th. Copy of Town’s brief
on file with the Clerk.
Ordinances, Resolutions and Agreements
Sup. Lemens moved, seconded by Sup Collins to adopt Town of
Cooperstown Plan Commission Pamphlet. Upon vote, the motion carried
unanimously. David Blakeslee will print 25 copies.
Board discussed budgeted amount available. Sealed Road Bids were
received from Scott Construction and Fahrner Asphalt Sealers, LLC.
Fahrner submitted no bid. They would like to see future bids split
between hot and cold work. Board discussed the order of importance of
each road on the bid.
Sup. Albers moved, seconded by Sup. Havlovitz to accept the Road bids
from Scott Construction $155, 579.00 for road listed. Board will pay
$90,000 for 2007 with the balance due in January 2008. Upon vote, the
motion carried unanimously.

Board discussed new rates for intergovernmental work. Sup. Albers,
seconded by Sup. Lemens to approve new intergovernmental rates
effective July 15th. Upon vote, the motion carried unanimously.

Sup. Albers moved, seconded by Sup. Lemens to approve Liquor and
Cigarette License for Greenwoods Bar. Upon vote, the motion carried
unanimously.
Sup. Lemens moved, seconded by Sup. Havlovitz to approve Liquor and
Cigarette License for Crazy Dave’s Lucky Lady. Upon vote, the motion
carried unanimously.
Sup. Lemens moved, seconded by Sup. Havlovitz to approve Beer License
for Maribel Sportsmen Club. Upon vote, the motion carried
unanimously.
Sup. Albers moved, seconded by Sup. Lemens to approve Liquor and
Cigarette License for Annsanity Bar, subject receipt of sellers permit
and FIN. Upon vote, the motion carried unanimously.
Sup. Havlovitz moved, seconded by Sup. Albers to approve Operators
License for Clarence Schneider, Mike Schneider and Andrew Rehbein for
Greenwoods Bar. Upon vote, the motion carried unanimously.
Sup. Lemens moved, seconded by Sup. Albers to approve Operators
License for Ronald Mrozinsky and Tiffany Dart for Crazy Dave’s Lucky
Lady. Upon vote, the motion carried unanimously. Debbie Chartier and
Heather Sweeney applied but no Cert of Completion was on file.
Sup. Albers moved, seconded by Sup. Havlovitz to approve Operators
License for Ronald Fallier and Richard Schuh for Maribel Sportsmen
Club. Upon vote, the motion carried unanimously. William Mecha applies
but no Cert of Completion was on file.
Sup. Havlovitz moved, seconded by Sup. Lemens to approve Operators
License for Mark Anderson and Cynthia Warden for Annsanity. Upon vote,
the motion carried unanimously.
Sup. Lemens moved, seconded by Sup. Collins to approve North American
Salt rate of $42.23 per ton rate for delivery through March 2008. Upon
vote, the motion carried unanimously.
Public hearings and advisory votes
Bill Angoli presented the Board a rezoning request for Pat Foelske
for 1.5 acres from A3 to A1 to meet set back compliance for garage.
Chairman Johnson asked the floor for any objections. Chairman Johnson
asked the floor for any approval. Pat Foelske was for the rezoning.
Chairman Johnson asked the Board for any discussion. Sup. Albers
moved, seconded by Sup. Havlovitz to approve the rezoning for Pat
Foelske from A3 to A1. Upon vote, the motion carried unanimously.
Letter of approval will be sent to County Planning and Park.
Discussion of Pleasant Rd Bridge. Sup. Lemens moved, seconded by Sup.
Collins to accept 80/20 Pleasant Rd Bridge Project. Upon vote, the
motion carried unanimously. Letter to be sent to John Kropp to show
approval of project and to contact engineers on the town’s behalf.
Discussion of Zander Road driveway. Town will dig out and pay for
replacement of driveway approaches.
Discussion of Kocian Rd Bridge costs. $48,333.18 Project to be
completed by 12-31-07.
Discussion of truck for town shop. Sup. Albers gave a recap of trucks
he has looked at. On Mondays at 5 pm a new list of available trucks
are posted. Sup. Lemens moved, seconded by Sup. Havlovitz to approve
Sup. Albers to spend up to $18000 on truck. Upon vote, the motion
carried unanimously.
Clerk Kornely reported that the town would need a Compliance
Assurance Plan for Recycling Program to submit to DNR. Clerk will
contact other town for copy as guideline and will present for approval
at next meeting.
Discussion of time clock for town shop. Sup. Havlovitz moved,
seconded by Sup. Lemens to approve the purchase of the automatic time
clock for town shop.
Procedural motions by members of town board
Sup. Collins moved, seconded by Sup. Havlovitz to approve checks.
Upon vote, the motion carried unanimously.
Correspondence reviewed.
Future meeting agenda: Plan Commission Ordinance review and update,
Engineers for Pleasant Rd Bridge, ROW, Emergency Government Management
Plan
Sup. Collins moved, seconded by Sup. Havlovitz to adjourn. Upon vote,
the motion was carried unanimously. The meeting adjourned at 9:25
p.m.
