March 14, 2006 Monthly Meeting
REGULAR MONTHLY MEETING – March 14, 2006 The Town Board of the Town of Cooperstown met on March 14, 2006 at 7:00 PM at the Town Hall for the regular monthly meeting. Meeting called to order by Chairman Bill Enz at 7:00 p.m. Present other than Chairman Enz were Supervisor Fred Lemens and John Hager, Treasurer Bernie Duescher, Constable Nancy Weber and Clerk Sue Kornely. Three others in attendance. Pledge of Allegiance. Motion to approve agenda. Sup. Lemens/ Sup. Hager. Carried 3/0. Minutes of February 14th- reviewed/motion to approve with amendments Sup. Lemens/Sup. Hager. Carried 3/0. Minutes of March 6th- reviewed/motion to approve Sup. Lemens/Sup. Hager. Carried 3/0. Treasurers Report- reviewed/motion to approve Sup. Lemens/ Sup. Hager. Carried 3/0. Citizens Input- Ron Rank asked about the election on April 4th write in candidacy, David Blakeslee voiced his concern on Viking Rescue Squad, the coverage and he felt that Gordon Ellis is trying to get rid of the VRS & going with the County, he explained his background with a Rescue Squad Service, Chairman Enz started to explain they went to a meeting with Cty Rescue at the Village of Denmark, Supervisor Hager stated that this *was confidentional* information *and* was discussed in close session and can not comment. Clerk Kornely asked what closed session? the meeting posted for Feb 22nd was an open meeting with VRS, Supervisor Lemens explained the meeting: the open blocks on Christmas eve, Town is trying to work with Squad, we want to work together. Chairman Enz stated the closed meeting was Jan 18th with Village of Denmark, the town did not post the meeting as a closed meeting with Village of Denmark, but rather a meeting with VRS. Chairman Enz and Supervisor Lemens discussed the length of time on responses, we don’t want the town to be liable, paying for a service we are not getting, we just want a contract. Supervisor Hager stated he couldn’t comment because of the information is from closed meeting. Road and Equipment Report/Culvert Permits- Chairman Enz cover we have roads breaking up, Schley Rd and Pleasant, calls that Dorner and Stahl running on town roads, He called Dorner and Stahl and informed them if damage is done they will be liable, they were given a truck route- no town roads, Clerk Kornely had seen them on Schley Rd to Hwy T and Schley Rd to Pleasant Rd, they were not loaded either time, he believes the situation is taken care of, Equipment Report: Peterbilt truck has a bent frame, Chairman Enz spoke to Olson and they stated that the truck was smashed 2 yrs ago. They will not stand behind the plow and frame because the truck was bent up. We will have to pay for the upright $350 and a new slider about the same, beam about $300 was repaired a Jaeger (welded up) for about $100, Clerk Kornely remembers some work done after we received it because it was not built to spec, but no accident. Dan Kasten is working full time, roads posted, County will be posting their roads March 13th, Supervisor Lemens stated a letter was coming on the Pleasant Rd bridge on next years cycle- no letter has been received, froze up culverts were dug out, plow is being worked on, no culvert permits, building permit. Constable Report- Constable Weber reported she had two dog calls, Feb 27th two German Shepards running in median on I43 and had Supervisor Lemens check it out- no dogs found, March 4th Beagle found on Fairhills Rd- owner had been found, handout of Chapter 7 & 22 of Cty Ordinance, discussed fees for dogs at large SS6.23 $181, Nancy covered the Mr. Nooyen incident, town did not issue additional fines. Plan Commission- Sup. Lemens covered the March meeting, Jim VanLanen was not able to attend, procedure for rezoning permits was put on for next month, PC will go to time cards, Secretary minutes were given to clerk per Pam Kouba, Clerk Kornely does not have those minutes- her understanding is the Bay Lake worked on the Plan, Farm Presentation map was discussed, Sup. Hager stated the Andy Pantzloff had called him and is interested in applying for the PC. Building Inspector - none. Clerk Kornely stated she has spoken to him this week and he had nothing to inspect- no bill. Constable Weber stated the Town of Gibson has not repaired the blacktop they dug out at the end of Pautz Rd and CTH R. Chairman Enz will cover with them on Thursday. County Hwy R curb and gutter project/Waterline from Manitowoc to Green Bay- Chairman Enz talked to Gary Kennedy, they will have a Construction Meeting with the residents, no date set, Sup. Lemens voiced the concern of the curb push back by Bradley’s. Pat Bradley does not want it pushed back. WTRW Incorporated Rezoning for Radio Tower- no communication, Tabled. Speed Limit on CTH T through Greenstreet- no communication, Tabled. SVRS Voting Systems - Clerk Kornely gave an update on the systems; the approved one has declared bankruptcy, Sup. Lemens would prefer to go with some kind on paper ballot. Animal Owner’s Responsibility & Liability- Constable Weber had given the Board a copy of the County guidelines. Viking Rescue Squad- Chairman Enz stated the State will be stepping in to help create a Contact that is compatible to all municipalities and VRS and the language is straightened out. Annual Meeting Location- Chairman Enz reported that the Clerk had called about the rental, Clerk Kornely reported she spoke to the Treasurer and the Chairperson of the Maribel Sportsmens Club and the club did approve the rental on April 11th, copy of their minutes was provided, Chairman Enz questioned will the Maribel Bank be used next year, Sup. Lemens asked for an approval from the Bank for April’s meeting and a contact person, Sup. Hager stated this has already been taken care of, he questioned the minutes from Maribel Sportsmens Club, Clerk Kornely stated these are the minutes from the Feb meeting approved on March 13th Other Business- Chairman Enz did speak with DNR, the residents of Cooperstown want some phone numbers to call about the manure, the smell and the waste, he had asked the Clerk to write a letter to the curb and gutter resident and give them the phone numbers, so if they see a problem or ongoing violation to call. Chairman Enz did contact someone to paint the handicap area, will be done by Election Day, van accessible on the eastside of sidewalk and the handicap parking of the westside of the sidewalk, cost about $150. Chairman Enz reported he had received a few calls on building permits. Sup. Lemens asked if everyone should be on time card, except the rest of the Board member, so the people know how much time you put in-incase someone wants to run, the Clerk stated she is salary plus meeting, hours are based on the time of the year, Sup. Lemens has no way to know how many hours being put in and if they are compensating correctly. Clerk explained the compensation percentage of Board. Bills- Sup. Lemens asked if the Fire Departments were halves- just Maribel, Board of Public Land is the loan payment, Motion approval Sup. Lemens/Chairman Enz. Carried 2/0, Sup. Hager abstained. * Motion approval for a check for $75 for Maribel Sportsmens Club for rental, Sup. Hager/Chairman Enz. Carried 2/1. Motion approval for checks for payroll taxes due April 15th, Sup. Lemens/Sup. Hager. Carried 3/0. Correspondence- Chairman Enz stated that the Clerk did talk with Mary Kvitek. Clerk Kornely reported she had asked for names an address for VRS Board members and also asked for a copy of their minutes for the payment schedule, as the Clerk thought the payments were due in March and November, Mary thought the payments were due in February and August. David Beine was given a new bill for publication and billing. Maribel Sportsmen Club minutes, list of names for VRS Board of Directors, bill for Decker Supply- need a billing name and address to bill for Zander Rd sign requested for private party ($26), Roger Stein called and want the Board to know he was interested in part-time employment, anonymous call on the posting, Sup. Lemens suggested no name-no notice, Charter Communication rates, Asphalt Seal and Repair, Rockwell Lime price sheets, Alcohol and Drug Compliance training, Maribel Grain Fuel Contract, Manitowoc Town Association on March 16th @ Gibson town hall- will post. Pre-construction meeting on April 6th, 1 pm @ Cty Hwy Commission, County Manitowoc REI grant for 2007, curtain rods purchased for voting booths and a set of shelves for storage, Town Meeting April 18th, discussed the water issue in Morrison, Annual Meeting April 11th Next Month's Agenda Items- CTHR/Waterline, WTRW, Speed Limit, SVRS, VRS, Pending Road Bids Ajournment- motion to adjourn Sup.
