March 19, 2007 Town Board Meeting
the March 19, 2007, meeting minutes were approved with corrections on
a unanimous vote.
On a motion by Sup. Lemens and seconded by Sup. Collins, the March
26, 2007, meeting minutes were approved on a unanimous vote.
On a motion by Sup. Albers and seconded by Sup. Lemens, the April 2,
2007, meeting minutes were approved on a unanimous vote.
On a motion by Sup. Collins and seconded by Sup. Lemens, the April
14, 2007, meeting minutes were approved on a unanimous vote.
Reports
Treasurer Bernadette Duescher presented the Treasurer’s Finance
Report. On a motion by Sup. Collins and seconded by Sup. Lemens, the
Treasurer’s Finance Report were approved on a unanimous vote.
Roadman Dan Kasten presented the Road and Equipment Report. He
reported roads are in good shape, patching to begin next week,
front-end of Peterbilt needs work, need to replace back window in
Backhoe.
Constable Nancy Weber presented the Constable’s Report. On March 14th
received a call from the Humane Society about a potbelly pig and
rabbit at a residence that needed to be removed. Constable Weber
removed the animals on March 19th. They were cared for until the
resident could pick them up. The resident paid the fee for housing,
food and Constable fee.
Sup. Lemens presented the Plan Commission Report. - Plan Commission
meet on April 2nd, discussed applications received, Critical
Facilities Map, changes to 20 yr Smart Growth Comprehensive Plan
meeting recap, Comprehensive Plan Pamphlet, and indexing of minutes.
Clerk Kornely present the Building Inspector Report- Duescher
(rough-in) & Reedy (rough-in).
Clerk Kornely read the Election results.
Chair. Johnson asked for public input.
Unfinished Business
County Hwy R curb and gutter: Sup. Lemens reported that *the work*
would be *done* in June or July. Chair Johnson spoke with Bill Enz
about the extension of the storm sewer, the westside of the road on
the church exit, and 2-3 more catch basins. Also discussed status of
widening *of areas of Hwy R*. Discussed the culvert north of Devils
River, it is the same size as before the pipeline. Hwy R project from
Zander to Hwy BB will be completed in 2007.
Discussion of Application for Permit to Perform work within Town ROW
and fee structure. Nothing was received from County. Chair. Johnson
will contact Gary Kennedy at the County.
Sup. Havlovitz presented the Board an updated Emergency Government
Management Plan. He has spoken with Nancy Crowley from the County
about the plan. Discussed staging areas fro debris to be added to
plan. Discussed the Plan and the downsized of the plan to just pages
16-19. Chair. Johnson would like to a downsized version. Sup. Lemens
will be attending the Manitowoc County Emergency Management session on
April 23rd.
Dan Kasten presented the Board Fire Numbers signs for emergency
purposes, two styles; upright and flag; price quote from Lange of
$16.95 for the sign and $6.44 for the post. John Hager reported that
Viking Rescue suggested the upright signs.

Norman vs. Town of Cooperstown and Manitowoc County
Ordinances, Resolutions and Agreements
Sup. Albers moved, seconded by Sup Lemens to adopt Manitowoc County
Chapter 19-Animal Waste Management and Agricultural Shoreland
Management Ordinance. Upon vote, the motion carried unanimously.
Sup. Collins moved, seconded by Sup. Havlovitz to adopt Manitowoc
County Chapter 26-Animal Waste Storage Ordinance. Upon vote, the
motion carried unanimously.
Sup. Lemens moved, seconded by Sup. Albers to adopt Manitowoc County
Chapter 27-Agricultural Shoreland Management Ordinance. Upon vote, the
motion carried unanimously.
Sup. Lemens moved, seconded by Sup. Collins to approve an Agreement
between Town of Cooperstown and Richard Bradley- Cooperstown Road
boring and tiling. Upon vote, the motion carried unanimously. Check
would be sent.
Sup. Collins moved, seconded by Sup. Albers to appoint Sue Kornely,
Clerk as official for responsible unit for submitting application to
the DNR for recycling grant. Upon vote, the motion carried
unanimously.
Sup. Albers moved, seconded by Sup. Lemens to table the adoption of
Plan Commission procedures (pamphlet) after discussion. Upon vote, the
motion carried unanimously.
Public hearings and advisory votes
Discussion of Manitowoc County Outdoor Furnace Ordinance. Only a
setback permit is needed per Sup. Lemens.
Discussion of Zander Road driveway entrance. Issue with section
between curb and property line sinking during the winter.
Discussion of Plan Commission procedures between Town and Manitowoc
Cty Planning and Park. Discussed contact person.
Discussion of Road for obtaining bids. Reviewed road list from Road
Inspection on April 9th. Chair. Johnson will contact Scott
Construction and have John Delmore contact Dan Kasten to review the
road and prioritize.
Appointments
Board reviewed applications. Chair. Johnson presented appointment Pam
Kouba as member of Plan Commission, seconded by Sup. Collins. Upon
discussion and vote, motion carried with 3 ayes and 2 noes.
Supervisors Albers and Lemens voted no.
Chair. Johnson presented appointment Tom Kapinos as member of Plan
Commission for two years, seconded by Sup. Collins. Upon discussion
and vote, motion denied with 3 noes and 2 ayes. Supervisors Albers,
Lemens and Havlovitz voted no.
Sup. Collins moved, seconded by Chair. Johnson to postpone the vote
for the two other appointments. Upon vote, motion denied with 3 noes
and 2 ayes. Supervisors Albers, Lemens and Havlovitz voted no.
Sup. Havlovitz moved, seconded by Chair. Johnson to postpone the
appointment as pertains to Board members and citizens members until
the procedures are reviewed. Upon discussion and vote, the motion
carried unanimously.
Sup. Johnson moved, seconded by Sup. Albers to appoint Chair.
Johnson as representative to the Viking Rescue Squad Board of
Directors. Upon vote, the motion carried unanimously.
Sup. Lemens moved, seconded by Chair. Johnson to appoint Sup. Albers
as Issuer of Building Permits. Upon vote, the motion carried
unanimously.
Procedural motions by members of town board
Sup. Lemens moved, seconded by Sup. Albers to approve checks
including check for Richard Bradley. Upon vote, the motion carried
unanimously.
Correspondence reviewed.
Future meeting agenda: Resolution to be signed, procedure for open
records-discussion, building permits update-discussion, road
inspection done between Dan Kasten and John Delmore, Work in ROW,
Emergency Government Management Plan, Case #07CV138, Plan Commission
pamphlet, Zander Road driveway, Appointment of Plan Commission member,
discussion of Road to obtain bids
Sup. Albers moved, seconded by Sup. Collins to adjourn. Upon vote,
the motion was carried unanimously. The meeting adjourned at 8:50
p.m.
