REGULAR MONTHLY MEETING – May 9, 2006 The Town Board of the Town of Cooperstown met on May 9, 2006 at 7:00 PM at the Town Hall for the regular monthly meeting. Meeting called to order by Chairman Bill Enz at 7:00 p.m. Present other than Chairman Enz were Supervisors John Hager, Joe Havlovitz, Fred Lemens and Mike Albers, Treasurer Bernie Duescher, Constable Nancy Weber and Clerk Sue Kornely. Six others in attendance & Building Inspector, Mike Angoli. Pledge of Allegiance. Motion to approve agenda with changes. Sup. Lemens/ Sup. Havlovitz. Carried 5/0. Minutes of April 17th- reviewed/motion to approve with amdts Sup. Lemens/Sup. Albers. Carried 5/0. Treasurers Report- reviewed/motion to approve Sup. Havlovitz/Sup. Hager. 5/0 Carried. Citizens Input- Ron Rank spoke about the stray voltage off the Wind Turbines. Chairman Enz would like to adopt the resolution of the Cty Ordinance on Wind Energy to give us a leg to stand on. Nancy Weber doesn’t feel that the town will be in a corridor for building of the wind turbines. Sup. Hager would like to follow Cty guidelines. Road and Equipment Report/Culvert Permits- Dan Kasten gave his report. The plow was set up correctly and no one will be out to review. Maintenance on mower. Fuel pump needs repair. Bent ram from IH was taken into Nelson. Road Meeting will be covered later in meeting. No culvert permits. Kevin Kafka call about addition of 3’ on each side of culvert. Dan will order and Town will install and charge resident. Constable Report- Constable Weber reported on April 21st, Jahnke called 52 dogs at large, Beagle and Shepard. Nancy took to shelter. Owners contacted the Humane Society. Nancy noticed a car parked on Hostek Rd and investigated. Two men were swatting wire with long sticks. Call placed to Sheriff’s Dept. Officer had Cty Hwy take the wires down. The two men left before officer arrived. Private property-trespassing- landowner would have to prosecute. Nancy covered with Dan about rocks in the ditches and how to address with landowner. Plan Commission- Sup. Lemens covered the ACT 207 new appointment and oath ordinance change, policy discussion on Wind Ordinance, minutes, resolution needs to be updated to be compliant, terms & definitions. Building Inspector - Mike Angoli introduced himself to the Board. He covered the appointment of a building inspector. The clerk will give a monthly recap on building inspections. County Hwy R curb and gutter project/Waterline from Manitowoc to Green Bay- Chairman Enz stated that Chuck Behnke would check out the garbage being left behind. Nancy Stangel called about the rough road. Sup. Lemens again stated that Pat Bradley does not want the curb pushed back on the home side of road. Sup. Hager would like clarification of how far back is Cty ROW. Sup. Lemens stated backside of blacktop. The only other place would be Down Yunder and in front of Howard Karbon’s. Treasurer Duescher stated that all waivers are signed and in. Building Permits- Barb Wake and 2 ag buildings. WTRW Incorporated Rezoning for Radio Tower- no communication, Tabled. Speed Limit on CTH T through Greenstreet- Clerk Kornely read the letter from Cty Traffic Safety Commission. The speed limit will remain @ 55 mph. The town can request for up to a 10 mph reduction. Copy of signed petition is at the Cty. Clerk will get a copy for our records. Tabled until next month Sup. Hager/ Sup. Lemens. 5/0 Carried. SVRS Voting Systems - Clerk Kornely gave a recap. Cty working on making a decision on which machine the municipalities will use. Postcard will be sent to residents that registered to vote in January and April. Bill Schramm- Pleasant Rd Bridge Presentation & Proposal- Chairman Enz spoke with John Kropp about the bridge and letting of job. Bill Schramm will not be attending. Plan Commission Member Nomination and Oath of Office- Chairman Enz read ACT 207 changes of appointment to Plan Commission. Chairman Enz nominated David Blakeslee. 4/1. Carried. Sup. Hager voted no. Oath taken by Blakeslee. Building Inspector- Sup. Hager said that his previous comments were his opinion from conversations with residents. Discussion of an additional inspector would be for a large community. Follow up will be provided on permits taken out. 90 Day review for Dan Kasten- A six month review will be in close session to review a possible compensation of insurance. Motion to increase wage by $.50. Sup. Lemens/Sup. Hager 5/0 Carried Contract signed. Viking Rescue Squad Contract- Chairman Enz stated should the VRS dissolve the municipalities should get their shares back. David Blakeslee asked what is the town percentage? It would be based on population. This will be included in the VRS proposal. David Blakeslee asked about a past contract. There was no service contract. Appointments- Chairman Enz spoke with Bob Goral- it would be a waste of time to appoint someone at this time, we will wait until closer to the time of the proposal. Discussion of Road Review- Kvitek Rd $26000 hot mix, Zander Rd (west of Kvitek) worst- wedge & seal. #1 Zander Rd through woods (west of Kvitek to bridge)- 1 mile- seal, #2 Herold Rd- resurface (Kane farm to Zander) hot mix, Chairman Enz will meet with John Delmore. #3 Kvitek Rd (Nooyen top of hill south to Zander) chipseal & spot wedge #4 Hidden Valley Rd (east & west of I43) 200’ each side, Duescher section, 200’-400’ west of Rosecrans Rd #5 Schley (eat & west end) T to Pleasant #6 Keehan Rd #7 Pantzloff Rd end by Fisherville & section in middle- small spots #8 Devils River Dr- curve #9 Greenstreet- looked better this year- 2007 road list- wedge & seal Sup. Havlovitz asked about dip on Hwy T bridge. Dan Kasten will call the Cty again. Resolution 2006-1 Resolution Supporting State of WI 2005 Assembly Bill 591 & 2005 Senate Bill 295 Regarding Placement of Violent & Child Sex Offenders- Motion Sup. Albers/Sup. Lemens. 5/0 Carried. Resolution 2006-2 Resolution in Support of Video Competition Everywhere- Motion Sup. Albers/Sup. Havlovitz. 4/0 Carried. Sup. Hager abstained. Resolution 2006-3 Resolution for Special Registration Deputies Appointment- Motion Sup. Lemens/Sup. Havlovitz. 5/0 Carried. Resolution 2006-4 Resolution Authorizing the Ability to Utilize the 6 Month Ordinance Implementation Extension Granted By Admin Rule ATCP51- Motion Sup. Hager/Sup. Albers. 5/0 Carried. Resolution 2006-5 Resolution Adopting Mtwc Code Chapter 24-Large Wind Energy Systems Ordinance- Motion Sup. Havlovitz/Sup. Hager, 5/0 Carried. Resolution 2006-6 Resolution Adopting Mtwc Code Chapter 25-Small Wind Energy Systems Ordinance- Motion Sup. Lemens/Sup. Hager. 5/0 Carried. Set Date for Board of Review Mtg- June 5th post as Class 1 for 6:45 pm Manitowoc & Calumet WTA Meeting May 18th Other Business- Sup. Havlovitz contacted Nancy Crowley on April 25th- no additional funds for signing of fire numbers has been added, he left a message for Mike Dempsky- no reply yet. Sup. Lemens would like to attend a seminar on Land Use @ Kelly Lake on July 14th, reflector poles for culverts are in. Bills- motion to pay bills Sup. Albers/Sup. Lemens 4/0. C. Sup. Hager abstained.
