November 14, 2006 Monthly Meeting
REGULAR MONTHLY MEETING – November 14, 2006 The Town Board of the Town of Cooperstown met on November 14, 2006 at 7:00 PM at the Town Hall for the regular monthly meeting. Meeting called to order by Chairman Bill Enz at 7:00 p.m. Present other than Chairman Enz were Supervisors Mike Albers, John Hager, Joe Havlovitz and Fred Lemens, Treasurer Bernie Duescher, Constable Nancy Weber and Clerk Sue Kornely. Four resident and two non-residents were in attendance. Pledge of Allegiance. Motion to approve agenda with changes to extend item descriptions. Sup. Albers/Sup. Hager. Carried 5/0. Minutes of October 10th BOR - reviewed/motion to approve Sup. Lemens/Sup. Hager. Carried 3/0. Minutes of October 10th Reg Meeting- reviewed/motion to approve Sup. Albers/Sup. Lemens. Carried 4/0. *Sup. Havlovitz was absent.* Minutes of October 24th Budget Workshop- reviewed/motion to approve Sup. Hager/Sup. Lemens. Carried 4/0. *Sup. Havlovitz was absent.* Treasurer’s Report- reviewed/motion to approve Sup. Albers/Sup. Lemens. Carried 5/0. Citizens Input-Denise Bradley asked Chairman Enz if he had been attending the VRS meetings. Chairman Enz reported that John Hager is our representative. Next VRS meeting is November 22nd. Joy Rich asked about the status on the Maribel Caves Inn proposal on being past the deadline. Chairman Enz will call for next month meeting attendance. Copy of Lyman’s proposal for all Board members. Road and Equipment Report/Culvert Permits- report readying equipment for snowplowing, snow fencing needs to be completed, grass cutting done, Kocian ditch complete, 90 degree corner on Kocian needs work, no culvert Constable Report- Nov 10th residential area w/ horse issue taken care of with a shelter. Phone calls received regarding Brey’s junk issue and noise issue, four-wheelers on the road. Certified letter sent to Brey on property condition. Chairman Enz will set a date and speak with them. Plan Commission- Sup. Lemens reported Daanen & Janssen asked for rezoning application. Mike Dempsky was present to discuss Farmland Preservation. Discussed handouts and flyers about land use and zoning issues. Building Inspector- Clerk Kornely reported inspections on Kane (footing/foundation), Sand (rough-in), Johnson (rough-in), Roznik (insulation not to code/re-inspection), Bauer (rough-in), Wagner (underfloor plumbing) County Hwy R curb and gutter project/Waterline from Manitowoc to Green Bay- Sup. Lemens presented a rough draft, will need to send a rough draft letter to WTA for assistance on Bradley and Reedy property- curb and asphalt, copy of letter from Gary Kennedy regarding the curb reconstruction and construction work after the water line project, also a map of the areas where the curb will be pushed back, discussion on the curb and asphalt in front of Bradley and Reedy property, County will maintain the curb and the road but will not maintain the asphalt, Pat Bradley stated at a previous meeting he would maintain the asphalt on the Bradley and Reedy property, should Bradley default or the property be sold the town doesn’t want to be liable, thus a letter of agreement needs to be written and filed with the Register of Deeds. Viking Rescue Squad Contract- Sup. Hager reported next meeting Nov 22nd. Chairman Enz reported on VRS coverage. Application for Permit to Perform work within Town ROW- Chairman Enz will take *talk* to Gary Kennedy Road Signing & Road Sign Quotes- Sup. Hager discussed road sign needs with yield and stop signs and how to get by with one sign, stop ahead sign is required if less than 750’ of unclear visibility, motion to approve purchase of five stop ahead and five stop signs for busiest intersections from submitted list- Chvala Rd, Pleasant Rd, Rameker Rd, Hostak Rd, Zeman Dr Sup. Lemens/Sup, Albers. Carried 5/0. Emergency Government Management- Discussion on Plan Mgr, command post, list of list responders, Sup. Havlovitz will contact VRS for list of EMT and 1st responders. Tabled. File Cabinets -purchased of three cabinets, need new locks for two. November 7th Election -572 votes cast Ordinance for Amending Plan Commission - Ordinance 2001-1 -signed by Chair. Enz, post 11/15 Open Book- October 30th/ Board of Review November 15th- 51 registered and 12 walk-ins for Open Book, four residents filed for Board of Review Operator License- JoDe Bunker, Joni Kroll- motion to approve JoDe Bunker Sup. Albers/Sup. Lemens. Carried 5/0. motion to approve Joni Kroll Sup. Albers/Sup. Hager. Carried 5/0. Tennessen Appraisal Contract- Tabled Sup. Lemens/Sup. Hager. 5/0 Increase in Schedule of Building Permit Fees Agreement- Tabled Sup. Sup. Hager/ Sup. Albers. Carried 5/0. Building Permits- fee & fines for not applying- Tabled Sup. Havlovitz/Sup. Hager Carried 5/0. Veolia Environmental Service Contract- (trash & recycling)- motion to approve Sup. Albers/Sup. Lemens. Carried 4/0. Sup. Hager abstained. Chapter 19, 26 & 27 County Ordinance- (review) Chapter 19 Animal Waste Management, Chapter 26 Animal Waste Storage, Chapter 27 Agricultural Shoreland Management. Tabled. Chairman Enz if we don’t accept the County’s ordinance then who will enforce ours Fines for tampering with road signs- Resolution to increase fine to $500 for vandalism /tampering road signs. Tabled Sup. Albers/Sup. Hager. Budget Workshop November 21st- @ 7 pm Budget Meeting Date- Dec 13th @ 7 pm WTA Annual Convention Recap- Sup. Albers & Sup. Hager spoke on classes attended. Other Business- Board signing Bridge Aid agreement, Provisional Operator License for Lorraine Whetung-motion to approve Sup. Albers/Sup. Lemens. Carried 5/0. Count for WTA Christmas Party and two gifts for party, Constable Weber discussed dead animal pickup and she contacted Rob Hermann, Rob stated there was a communication problem; Joint Dispatch will act on promptly, Chairman Enz stated estimates from NEA and Scott Construction $12,500 seal coat per mile, $59,000 cold mix mat, $50 ton spot wedge, NEA 2” hot mix mat $66,000 per mile grind & pave, 2-1/2” mat per mile $77,000 no pulverized, $4000 per mile to pulverize, $62,000 grade & pave, TRIP $26,700 by end of year Bills - reviewed/motion to approve Sup. Albers/Sup Lemens. Carried 4/0. Sup. Hager abstained. Correspondence- read/reviewed.
