October 10, 2006 Monthly Meeting
REGULAR MONTHLY MEETING – October 10, 2006 The Town Board of the Town of Cooperstown met on October 10, 2006 at 7:00 PM at the Town Hall for the regular monthly meeting. Meeting called to order by Chairman Bill Enz at 7:00 p.m. Present other than Chairman Enz were Supervisors John Hager, Mike Albers and Fred Lemens, Treasurer Bernie Duescher, Constable Nancy Weber and Clerk Sue Kornely. Supervisor Joe Havlovitz was excused. Six resident were in attendance. Three representatives from the Reedsville School District were in attendance. Pledge of Allegiance. Motion to approve agenda. Sup. Hager/Sup. Albers. Carried 4/0. Minutes of August 8th Reg Meeting (150th Anniversary section)- reviewed/motion to approve Sup. Albers/Sup. Lemens. Carried 3/0. Sup. Hager abstained. Minutes of September 11th BOR - reviewed/motion to approve Sup. Hager/Sup. Lemens. Carried 4/0. Minutes of September 11th Reg Meeting- reviewed/motion to approve with amendments Sup. Albers/Sup. Hager. Carried 4/0. Treasurer’s Report- reviewed/motion to approve Sup. Lemens/Sup. Albers. Carried 4/0. Citizens Input-Walter Konecny would like to move a trailer onto his property for his daughter to live in to care for him and his wife. Chair. Enz stated that Mr. Konecny should bring it before the Plan Commission. PC next meeting is November 6th. Motion - to move up Reedsville School District Referendum Information- Bob Scrivner to next, Sup. Hager/Sup. Lemens. Carried 4/0. Motion to follow with Maribel Fire Department Contract, Sup. Hager/Sup. Albers. Carried 4/0. Reedsville School District Referendum Information- Bob Scrivner- spoke on exceeding the revenue limit, finance- expenditures are more that revenues & kids Maribel Fire Department Contract- Gary Jaeger spoke on the ¾ mil rate, water truck and replacing of the pumper in the future about 5 years, the 1986 tanker was changed out 1st, motion to accept contract as written Sup. Albers/Sup. Lemens. Carried 4/0. Road and Equipment Report/Culvert Permits- report re-ditch Kocian Rd, shoulder Zander Rd, culvert on Kocian Rd, Devils River Dr corner done, grass cutting, Scanlon & Johnson ditches need to be looked at and cut back, cleaning up scrap at dump Constable Report- Constable Weber reported September 26 horse concern, large animal in residential area, lean-to needs to be provided if staying, will follow up, October 5th constable meeting speaker Robert Strauss from DNR burn barrels were discussed, discussions of R1 parcel with large animals, Deer have not been picked up from the roads, Mrs. Melnarik called about it Plan Commission- Sup. Lemens reported the PC meet on Oct 2nd, west end of Hidden Valley preliminary check on property, Danen & Janssen presented ATV request, Anderson was a no show, Small Windmill, Farm Land Preservation compliance with Smart Growth, Rezoning request form must be received prior to inspection- if not presented- no meeting Building Inspector- Clerk Kornely reported inspections on Glandt (final), Sekora (final), Wagner (footing), Lemens (footing & foundation), Wake (final), Roznik (Rough-in), Kane (permit) Johnson, Delsmann, Building Permit and Razing requested by Bill Collins County Hwy R curb and gutter project/Waterline from Manitowoc to Green Bay- Sup. Lemens presented a map from County for 2007 project for Hwy BB to 147, discussion on an agreement between Town & Pat Bradley or put agreement on Bradley’s deed, Sup. Lemens will type something up, them will cover with Pat Bradley, before sending to Attorney, he will copy all before contacting the Attorney. Waterline discussion on progress. SVRS Voting Systems- Clerk reported ballot testing will be Oct 11th. Viking Rescue Squad Contract- Sup. Hager requested signing of the contact; he reported that Dan Fels asked that the Town request the article of incorporation be changed at Annual Meeting in January if dissolution was to take place. This contract is good until January 2007. Motion to send a letter to VRS to clarify dissolution of assets and to be placed on the January Annual Meeting agenda Sup. Lemens/Sup. Albers. Carried 3/0. Sup. Hager abstained. Motion to accept contract contingent to the letter being sent. Sup. Lemens/Sup Albers. Carried 3/0. Sup. Hager abstained. Application for Permit to Perform work within Town ROW- motion table Sup. Hager/Sup. Albers. Carried 4/0. Road Signing & Road Sign Quotes- Report-Newman Signs is looking for a quantity from the Town to quote price on, stickers not practical, speed under 40 mph- letter 6” high, discussed pricing and quantities Ordinance for amending Plan Commission - Ordinance 2001-1 -Motion to accept the revision Sup. Hager/Sup. Lemens. Carried 3/1. Chair Enz voted no. Emergency Government Management- Tabled Sup. Hager/Sup. Albers. Carried 4/0. Four -Year Road Plan- add to 2008 Bridge on Pleasant Rd, Sup. Lemens would like to add up to 2010 after the first of the year Board of Review Date- Date set for Oct 30th for Open Book and Nov 15th for Board of Review Chapter 19, 26 & 27 County Ordinance- Animal Waste Mgmt Ordinance, Animal Waste Storage, Agricultural Shoreland Mgmt controlled by DNR& LLC, discussion water pollution File Cabinets -Motion to purchase one Sup. Albers/Sup. Hager. Sup. Lemens will purchase. Carried 4/0. Budget Date & Workshop- set for October 24 @ 7 pm Review Junk Ordinance- The town has been handling issues with the County for enforcement. Other Business- Local Budget & Personnel Workshops was attended by Sup. Lemens, Sup. Albers asked if Dan is back to 5 days a week, Sup. Albers & Chair. Enz may attend the Nov 9th Legal Workshop Bills - reviewed/motion to approve with additional check for Maribel Grain & Cellcom, Sup. Albers/Sup Lemens. Carried 3/0. Sup. Hager abstained. Correspondence- read/reviewed. Next Month's Agenda Items- Cty Hwy R curb & gutter, waterline, Application for Permit to Perform work within Town ROW, Road Signing & Road Sign Quotes, Emergency Government, File Cabinet, BOR, Budget Meetings & Workshop, Chapter 19, 26 & 27 Other Business- Discussion on tampering with signs- fine $500 Adjournment- motion to adjourn Sup.
