October 9, 2007 Town Board Meeting
REGULAR MONTHLY MEETING- October 9, 2007
The Town Board of the Town of Cooperstown, Manitowoc County,
Wisconsin, convened in open session on October 9, 2007 at 7 p.m., at
Town Hall for the purpose of transacting business as the Town Board.
Chairperson Ross Johnson called the meeting to order at 7 p.m.
Pledge of Allegiance.
Roll Call: Chair. Ross Johnson, Sup. Fred Lemens, Sup. Mike Albers,
Sup. Chad Collins, Sup. Joe Havlovitz, Constable Nancy Weber and Clerk
Sue Kornely. Treasurer Bernadette Duescher was not present. Five
residents were present. Dan Kasten was in attendance. Larry VanAkkren
from Larry’s Hauling and John Roenitz from Veolia were also present.
On a motion by Sup. Albers and seconded by Sup. Lemens, the agenda
was approved on a unanimous vote.
On a motion by Sup. Collins and seconded by Sup. Havlovitz, the
August 14, 2007 minutes, were approved with a 4/1 vote. Sup. Albers
voted nye.
On a motion by Sup. Albers and seconded by Sup. Collins, the
September 11, 2007, meeting minutes were approved with amendment on a
unanimous vote.
Reports
The Treasurer Finance Report was presented. On a motion by Sup.
Collins and seconded by Sup. Albers, the Treasurer’s Finance Report
was approved on a unanimous vote.
Roadman Dan Kasten presented Road & Equipment Report.
Constable Weber presented the Constable’s Report.
Sup. Lemens presented the Plan Commission Report. Next meeting Nov
5th.
Sup. Lemens presented the Mtwc Cty Planning Advisory Committee
Report. Next meeting Nov 28th.
Clerk Kornely present the Building Inspector Report- Winiecki,
Baumgart, Specht.
Chair. Johnson asked for public input - none.
Unfinished Business
Case# 07 CV 138 Nancy Weber and Russell Norman and Teresa Norman vs.
Town of Cooperstown. Clerk Kornely read final letter. Payment of
$1130.15 was made to Travis Glandt law firm trust account by Community
Insurance Corp.
Ordinances, Resolutions and Agreements
On a motion by Sup. Havlovitz and seconded by Sup. Lemens, the bid
from Larry’s Hauling for $7.59 per household per month for waste and
recycling curbside pickup was approved on a unanimous vote. Veolia’s
bid was $7.65 per unit per month. Waste Management declined to bid.
On a motion by Sup. Lemens and seconded by Sup. Collins, the bid of
$500 from Robert Dworak for the 1988 1 ton Chev pickup truck with
245,000 miles was approved on a unanimous vote. Both Robert Dworak and
Steve Van Deurzen bid $500, but Dworak’s bid was in first.
On a motion by Sup. Albers and seconded by Sup. Havlovitz, Town Web
Design Inc will design a website for the cost of $995, $10 per year
domain name and $25 per month ($300 per yr) maintenance and hosting
was approved on a unanimous vote.
On a motion by Sup. Lemens and seconded by Sup. Collins, the 2008
contact for Viking Community Rescue Squad Ambulance Service was
approved on a unanimous vote. Contact signed.
Public hearings and advisory votes
On a motion by Sup. Albers and seconded by Sup. Lemens, the purchase
of a HP Compaq 2710p convertible tablet PC was approved on a unanimous
vote.
Discussion of Weber Rezoning- tabled.
Discussion of Pelishek Rezoning - tabled.
Discussion of Four-Year Road Plan for 2008-2010. Budget payment for
Kocian Bridge and blacktopping of Johnson and Scanlan. *A portion of
the 2007 Scott Construction bill will be paid in 2007 and the balance
in 2008.*
On a motion by Sup. Albers and seconded by Sup. Collins, usage of
tabulator for November School Referendum was tabled *approved* on a
unanimous vote.
Discussion of Plan Commission Ordinance review and update - no
action.
Discussion of Kocian & Pleasant Road Bridge update. Bridge Aid will
be received in 2009.
Discussion of Building Permit, fees, procedure, administrative fees
paid to whom, mobile home razing or moving. Discussion of the $200
non-refundable fee.
WTA Insurance Survey taken.
WTA Convention/ Workshops attendance
Set date for Budget Workshop for October 30th at 7 pm
Procedural motions by members of town board
On a motion by Sup. Collins and seconded by Sup. Havlovitz to approve
checks was approved on a unanimous vote. Clerk requested three
additional checks for website, laptop and convention. On a motion by
Sup. Lemens and seconded by Sup. Collins, the additional checks were
approved on a unanimous vote.
Reviewed correspondence & upcoming events.
Future meeting agenda: Weber Rezoning, Pelishek Rezoning, Four Year
Road Plan, Plan Commission Ordinance, set Budget Hearing and Budget
Meeting
Sup. Collins moved, seconded by Sup. Havlovitz to adjourn. Upon vote,
the motion was carried unanimously. The meeting adjourned at 9:20
p.m.
