REZONING OR VARIANCE RECOMMENDATIONS

The plan commission held a public hearing on November 7, 2011 at 7:00 P.M. to review John Larsen - (Larsen Angus Farms LLC), rezoning request of 2.327 acres from A3 to A1. The property is located on Pleasant Road, parcel # 003-012-010-002.00 (27.19 acres)
Meeting was called to order at 7:00 p.m.by chairman Fred Lemens

Present were plan commission members Bill Enz, Dave Blakeslee, Heather Rezek, Fred Lemens. Absent: Bruce Deadman (excused). Also in attendance: Steve Zeitler representing Larsen, and seven others,. The reason for the request is to change zoning to allow a home (residence).
The rezone onsite was was changed to Saturday, 8:00 a.m.on November 5, 2011, due to daylight saving time changes. Present were plan commission members Bill Enz, Dave Blakeslee, Fred Lemens. Also present was Steve Zeitler representing John Larsen. Bill Enz and Dave Blakeslee viewed site and approximate location of building, driveway, type of vegetation, topography with Steve Zietler. After they were done, Fred Lemens viewed site with Steve Zeitler.
Notice of the November 7, 2011 public hearing was published in the Denmark News and at the three town official posting sites. Registered letters were sent to adjoining land owners.
Attached is the rezoning petition with maps showing the requested 2.327 acres location for rezoning with existing features. A description of the existing property and the surrounding area is as follows:
North: residence,agriculture
West: agriculture
South: natural area, agriculture
East: agriculture, highway
Steve Zeitler gave a presentation on the proposed rezone of 2.327 acres for a home site, described lot conditions, preliminary survey
Public input
Against the rezoning: Don Cenefelt commented he had no problem with rezone, has concern over possible character issues.
Nancy Weber felt John Larsen should have been at the public hearing.
In favor of the rezoning: none
Sue Kornely asked for a clarification of which zoning the town is reviewing, existing or the proposed. The commission is reviewing the request (2.327 acres from A3 to A1) on existing zoning that we use now.

The plan commission went through the rezoning question form (attached).
The following is a summary of the planning commission discussion on the rezoning petition:
-Concern over easement access, addressed with conditions attached
-not in prime farmland (size and shape of lot), ravine in back of lot
(smart) growth book, does not alter the overall rural character
A motion to recommend approval for the rezoning of 2.327 acres from A3 to A1 with three conditions:
1.driveway (road) easement must stay with property
by Bill Enz, seconded by Dave Blakeslee, motion carried 3-1.
For: Bill Enz, Heather Rezek, Dave Blakeslee
Against: Fred Lemens
Absent Bruce Deadman (excused)
