COOPERSTOWN PLANNING COMMISSION MEETING June 2007 Meeting called to order by Chairman Bill Angoli at 7:00 pm June 4,2007 at Town Hall. Roll call: Present--Chairman Bill Angoli, Secretary Dave Blakeslee, Ross Johnson, Pam Kouba, Fred Lemens ( 6) Citizens in attendance Pledge of Allegiance Approval of Agenda, motion by P. Kouba second by R. Johnson , carried 5/0 Approval of Minutes May 7 , 2007, motion by P.Kouba, second by F. Lemens, carried 5/0 Public Hearing on rezoning request from A3 to A1 on 1.6 acres at 16922 Cty Rd R, Maribel WI parcel # 003-012-014-001.01 called to order at 7:03 pm. Patricia Foelske owner of property requests zoning change to meet smaller setback requirements for erection of a garage between residence and neighboring property line. No opposition to zone change was expressed or received. Speaking for approval, Pat Foelske expressed her need to build on the best location, the flattest ground, and ability to connect directly with the existing driveway. John Hoffman expressed need to rezone from A3 to A1 because the garage will set to close to property line and not meet A3 setback requirement but will meet A1 setback requirement. This property is no longer a farmstead. There is only 1.6 acres they consider it a residential lot with an existing house on it. Public input closed at 7:12 pm Commission review and questionnaire initiated and completed Motion by R. Johnson to recommend zone request 2nd F. Lemens-- carried 5/0 Regular monthly meeting called to order 7:20 pm All commission members present. Public Input: Request from James A. Renier to rezone a 20 acre parcel from A3 to Natural Area (NA). Applications submitted with fee, Onsite review set for July 2, 2007 at 6:30 pm. Public Hearing set for 7 pm July 2, 2007 at Town Hall. New Business: None Old Business: item 1. Zoning Application update, B. Angoli asked do we have a need for a pre approval process? considering the previous experience. R. Johnson indicated that most people want to rezone as fast as possible. F. Lemens indicated we may want to pre-approve zone areas as outlined in Comprehensive Plan. B. Angoli handed out an action plan document for review. B. Angoli indicated he would work up a more user friendly zoning application and submit at future meeting. Item 2. On Prior Minutes and Petitions D.Blakeslee asked what everyone thought should be in the files officially. With newly enacted Town policy on records access D. Blakeslee will talk with Clerk on what needs to be in files. Item 3. Pamphlet needs Town Board approval. Commission believes the wording on Farmland Preservation is a legitimate question to ask of applicants. Item 4. Exclusive Ag zoning is A3 by county ordinance which the Town has adopted. R. Johnson indicated that tracts of A3 can be assembled from small parcels as easily as A3 can be subdivided. F. Lemens asked there was a need to review the Comprehensive Plan to update zoning designations as the plan suggests. P. Kouba indicated that to go through and rezone the Town would be to expensive and time consuming. The residents might get angry. N. Weber said the Town does not have the time to select and choose the Town zones. B. Angoli indicated we need to use the Plan to grow in a proper and correct way. How to go about and do it ? Need to review Chapter 9 of plan and decide on a plan of action. Item 5. General Map 8.4 F. Lemens indicated some areas of the map are designated uses not in line with the zoning ie: industrial, gravel pits. Commission needs to address these issue. B. Angoli will contact Bay Lakes for opinion. Other Commission Business F. Lemens reported from WTA. meeting suggesting that Plan Commissioners should all serve 3 year terms, and questioned the meaning of what is a quorum in the revised ordinance.
