COOPERSTOWN PLANNING COMMISSION MEETING March, 2008 Meeting called to order by Chmn. Angoli on 3/3/08 at 7:00 pm. at Town Hall Roll Call: Present--Bill Angoli, David Blakeslee, Ross Johnson, Fred Lemens,Pam Kouba (excused) ( 1 ) Citizens present Pledge Allegiance Approval of March Agenda--Motion by F Lemens 2nd R Johnson, carried 4/0 Approval of January and February 08 Minutes Motion by B Angoli 2nd R Johnson, carried 4/0 PUBLIC INPUT none NEW BUSINESS ITEM 1. none OLD BUSINESS ITEM 1. B Angoli distributed a revised Plan Commission / Zoning Handbook. Outlining rezoning process, procedural format, general duties, and planning concepts. The Commission will comment at the April meeting. ITEM 2. F Lemens distributed the Town Board’s modifications to the draft Planning Commission Ordinance. The ordinance has been forwarded to the Town’s Attorney for comment. Motion by R Johnson 2nd D Blakeslee was as the Planning Commission recommends the Town Board approve the PC Ordinance. ITEM 3. Jim VanLanen from Bay Lakes Commission made a presentation to the PC on the Sub-Division Ordinance. Handouts were distributed for SS 236. County Ch 12, WTA‘s Land Division Ordinance. It was Mr. VanLanen’s recommendation that the Town consider changing town zoning to require any land divisions of 40 acres or less must submit a certified survey map to the plan commission and the Town Board must sign off. At present the county’s ch 12.01 could be in conflict with Town zoning practices and requires only that a petitioner submit a mets and bounds map to County Register of Deeds, on parcels 15 or more acres. The Town Board could vigorously lobby the County Board to correct the error in Ch 12. Other Commission Business F Lemens indicated there is an animal waste issue before the Town Board, and asked if the PC should get involved. B Angoli indicated if the town Board refers the issue to the PC, then the PC would consider the issue. D Blakeslee noted that the Board should define the issues they want the PC to address and make recommendation on. R Johnson indicated the waste issue is controlled by the DNR and heavily regulated with regards to storage, spreading, etc. Since the PC / Town have little expertise on the topic we should leave the regulation to those who have. B Angoli indicated the first step to resolve the issue is to educate everyone. The suggestion was set forth to hold a special public meeting and have the DNR explain all the regulations and requirements and answer possible questions.
